This is a ‘security’ feature of Chrome profiles. Chrome does not offer to store passwords for Google (and some other) accounts if you have added your profile to Chrome. The solution is to: Remove yourself (your profile) from Chrome; Log in to Gmail, FB etc. Chrome will now offer to store the passwords. Add your profile back into Chrome.
